Typically it is senior manager or his/her assistant trained in software application. Having the name of Administrator or Business Processes (ABA), the person is responsible for definition of system users, their rights in accessing indicators, reports, database as well as other functions available in Pharos software. His/her background is not being an IT person but rather as senior manager responsible for the whole enterprise.
