The MS SQL Server SDE User must have Create Table and Create Procedure permissions in the sde database. Create View is also recommended. If creating the sde user from the install wizard, the wizard automatically sets the appropriate permissions for the sde account. You must also add sde as a user to all non-sde databases containing data that ArcSDE serves.
