Based on financial ability of the parent to pay, this is per statute. The Statute requires that the consideration begin with the child support guidelines. In fact, the Pre-Dispositional Report for both Probation and CHINS cases has required fields to document this. Ultimately it is a judicial determination on the ability to pay. Some form of reimbursement is preferred for a host of reasons.
