The construction process is being monitored through a construction management firm (Gilbane) that has prior experience in building BSL-3 and BSL-3 Ag facilities. Also, OARDC’s containment consultants (Flad and Associates) will have a construction manager on site to ensure that contractors follow and meet the stringent federal guidelines for construction. In addition, the project has an independent commissioning agent that will provide oversight for the proper operation of all equipment and that will ensure that all operating systems installed in the building meet federal guidelines and standards for operation. The Ohio State University Environmental Health and Safety Office RO/ARO will oversee operations. The U.S. Department of Health and Human Services and the U.S. Department of Agriculture will review biosafety security and incident response plans prior to operation.
