What organizations are eligible to be sub-grantees to each of the Funding Agencies?
EDA cannot provide assistance directly or indirectly to individuals or to for-profit entities. Therefore, with respect to the implementation of an EDA-funded activity, neither individuals nor for-profit entities can be sub-grantees to an eligible grantee. An EDA Recipient may competitively procure certain activities under an approved scope of work, and individuals and for-profit entities may participate in the bidding process. The FFO does not limit which types of organizations may subcontract on ETA-funded activities. If an application identifies a specific entity to provide services, ETA’s award does not provide the justification or basis to allow sole source procurement (i.e., avoid competition) unless the activity is regarded as the primary work of an official partner to the application.
