Three types of entities are eligible to participate as subgrantees. The grantee must award subgrants to both: • SEAs or LEAs, or both, and • State or local economic, personal finance, or entrepreneurial education organizations. Definitions of SEAs and LEAs are found in section 9101 (26) and (41) of the ESEA, as amended by NCLB. In brief, these definitions are: An SEA is the agency primarily responsible for the State’s supervision of public elementary and secondary education. An LEA is a public board of education or other public authority within a State that maintains administrative control of public elementary or secondary schools in a city, county, township school district, or other political subdivision of a State.
