What occurred with regard to Public Library Funding in the Ohio Legislature?
In late April, two days after the Ohio House of Representatives passed their version of the States budget for 2010-2011, it was announced that the proposed budget was short by one billion dollars. The Senate continued to work diligently on their own version of the budget, but by early June, it was reported that the State was now facing a four billion dollar shortfall. Then the debate between the House and the Senate plans were exacerbated by a wide array of proposed cuts. By June, Governor Strickland had his own framework in mind. Unfortunately, this framework included a 30% decrease in PLF funding. Up to this point, the PLF had been reduced by nearly 20% due to the decline in the economy and the overall tax revenue collected by the State of Ohio. Thus, the Governors 30% decrease proposal, combined with the 20% decline in the PLF would have meant a 50% decrease in funding to Ohios public libraries.
