With film, unless you were an enthusiast and had the space and time to do your own development then the pictures had to go to a lab and consequently others would see the pictures. That meant that people kept their pictures relatively “decent”. With digital this is no longer the case so a lot more can be kept “private and hidden”. This gives the more dodgy characters in society the opportunity to stay hidden. Manipulation of pictures was a lot harder with film and it was (unless very expertly done) harder to hide the fact that a photo had been altered. Now with the easily learnt programmes on the market, it is very easy to change a photograph (there have been cases of press photographers changing shots to give a totally different shot).
