What Midwestern states have limitations and/or deadlines on bill introductions?
Minnesota, Ohio and Wisconsin have no restrictions during the session on how many bills a legislator may introduce or by when. In Illinois, though there are no limitations on bill introductions, deadlines for when bills must be introduced or read on the floor are set by legislative leaders and vary year to year. Indiana does not have introduction deadlines but restricts the number of bills a legislator can file, depending on whether it is an odd- or even-numbered year. For example, the budget is set in odd years; this is considered a “long session.” During long sessions, House members can file up to 15 bills and senators can file an unlimited number. In a short session (even-numbered years), House members are limited to five bills and senators 10. Neither Iowa nor Kansas limits the number of bills that can be introduced or requested.
