What methods do states use to obtain the consents that are required for release of identifying information?
There are many ways in which a state may obtain consent for release of identifying information. A mutual consent registry is one such method. This registry is a system which allows adopted persons and their biological families to register on a designated state based search engine that seeks to unite adopted persons with their birth parents and siblings. Another method used is an affidavit system in which biological family members can file an affidavit stating whether they would like to be contacted by the adoptee in the future or not. This affidavit is often referred to as a consent, waiver, disclosure or authorization form. Some states appoint a person, often referred to as a confidential intermediary, to contact birth family members to obtain their consent or refusal for contact.
