What meta-metadata (admin metadata) should be maintained and how should it be encoded?

As a minimum, RDN hubs and HEA subject centres should maintain metadata about their records according to the RDN admin metadata document. Such metadata is conventionally known as meta-metadata or admin metadata. It should be encoded in the ‘about’ section of an OAI-PMH record as defined in section 3.1 of the document above. In some cases, it may also be appropriate to store and exchange meta-metadata using the IEEE LOM metametadata container, as defined in section 3.2.
