What may cause Intermittent continous packet loss?

I have been experiencing recently intermittent continous packet loss on my WiMAX link.What may be the cause providing that radio parameters are excellent(RSl,SINADR,no CRC) and my base station shows no problems (no interference,no capacity issue).I tried to change my Cisco router with a Juniper one but the problem persists.I also noticed that sometimes when the loss occurs the CPU utilization of the router increases suddenly. I would be most grateful for your thoughts and advice on this matter.
