The maximum boost pressure is 1.3bar for 10V engines and 1.8bar for 20V engines. Keep in mind that the stock boost gauge is not very accurate. It engine fails to develop expected amount of boost, the cause is usually a fault in the engine management system, for example a faulty WOT (Wide Open Throttle) switch.
