When a proposed rule is noticed in the Florida Administrative Weekly, the agency is required to file one copy of the following materials with the Committee at least 21 days prior to the proposed adoption date: • the notice of proposed rulemaking required by subparagraph 120.54(3)(a)1.; • the text of the proposed rule and any incorporated material; • a statement of the facts and circumstances justifying the proposed rule; • any statement of estimated regulatory costs that has been prepared pursuant to s.120.541; and • a statement of the extent to which the proposed rule relates to federal standards or rules on the same subject. The agency is not required to file a copy of the notice of rule development with the Committee.
