The body of Chinese tax Law includes the taxation Laws enacted by the National People’s Congress and its Standing Committee, Administrative Regulations stipulated by the State Council, Ministerial Decrees as well as Provincial or Local regulations. It also includes bilateral or multilateral tax treaties and various notices, circulars, replies to local tax authorities and other relevant documents issued by the State Administration of Taxation (SAT) and the Ministry of Finance (MF). Out of the above-mentioned documents, the tax law adopted on March 15, 2000 is the most important law to abide. The tax system of the People’s Republic of China is based upon tax laws such as this and others like the Law of the People’s Republic of China Concerning the Administration of Tax Collection.
