A wetsuit is a very good option for those who are swimming where the water is quite cool. Wetsuits not only help to keep the swimmer warm, but they provide a bit of protection from fish, coral and rocks. A spear fishing wetsuit tends to be thinner than a SCUBA diving wetsuit, as the diver is moving around much more and because of this tends to keep warmer anyway.
