What makes NLR effective?
A. NLR is driven by a coalition of inner city gang leaders, both in and out of prison, who are committed to using their influence to stop inner city violence and alter the youth culture they created and continue to maintain. Because NLR functions within the culture of inner city violence, it is more effective than external programs and can successfully instill a new system of values into inner city youth culture.
