What lobbying activities are excluded from the Act?
Some lobbying activities are specifically excluded from the Act, especially: • any submission made in or prior to judicial or adjudicative proceedings (sending of a formal notice, negotiation of an out-of-court settlement with a Ministre, and others); • any submission made to a parliamentary committee (filing and submission of memoranda and testimonies); • any submission made during the public proceeding of a municipality or municipal body (RCM, municipal transport corporations and others); responses to written requests of public office holders; • any communication regarding the performance of a contract or any communication taking place in the context of a call for public tenders, provided these communications are not meant to vary the terms of the latter; • any submission made in public proceedings, or in proceedings that are a matter of public records (investigating commission, BAPE and others); • any information request concerning the nature or extent of the rights or obligations o
