Libraries eligible to participate in state-based plans for funds under Title III of the Library Services and Technology Act. The 50 % CTF discount applies after applying the FCC’s actual E-rate. However, if a library does not have an actual E-rate, the statewide average E-rate discount will first apply prior to applying the CTF discount. Please note that the “statewide average E-rate discount” is used solely for the purpose of calculating the CTF discount. The customer is still responsible for paying the statewide average E-rate discount amount to its service provider.
