What led to the development of Childrens Trusts?
Children’s Trusts are a response to Lord Laming’s inquiry into the death of Victoria ClimbiĆ© and the clear need to improve safeguarding and the outcomes for all children and young people. Lord Laming’s report stated that: The single most important change in the future must be the drawing of a clear line of accountability, from top to bottom, without doubt or ambiguity about who is responsible at every level for the well-being of vulnerable children. Children’s Trusts were created to address the fragmentation of responsibilities for children’s services by strengthening accountabilities and developing a local strategy in every area for improving children’s lives by delivering better services, including their health and wellbeing.
