What led to the decision to pursue seawater desalination?
The St. Johns River Water Management District (SJRWMD) and all governments with water supply systems in Flagler County signed a Memorandum of Understanding (MOU) to developing a countywide water supply plan. In 2005, the group of participating water supply entities, known as the cooperators, completed the MOU and authorized SJRWMD to move forward with the consultant selection process. A consultant (ARCADIS) was selected and entered into a contract with SJRWMD on behalf of the cooperators in February 2006 to provide technical support in the preparation of the Flagler County Water Supply Plan. The cooperators met 13 times between April 2005 and September 2007. Each of the meetings was publicly noticed and public comment was solicited. In addition, SJRWMD held two meetings specifically oriented toward receiving input from the agricultural community in Flagler County.
