Well, this has been the issue. If you look at the problem of ports congestion in the western part of Nigeria and the existence of empty ports in the southern part, you will find it difficult to reconcile the two. It is because cargo management in the country is not properly organised to take care of this problem. Even the congestion in Lagos port does not necessarily mean there is too much cargo coming into Lagos port. It is because of the wrong attitudes, wrong procedures and programmes made not to work and so, you find most of the congestion is artificial. So, all we need to do is to reorganise port management so that we will on one hand, create jobs and at the same time decentralise the import business through the ports.
