What latitude does the user of an SA have?
As indicated above, the user would normally have maximum limits, and is monitored by the contracting authority that established the SA. SA users are free to negotiate a lower price or rate (from the stated ceiling prices), according to the work required. SA users are responsible for determining and arranging for security requirements at all times when these requirements differ from those of the SA.
