What kinds of problems does the RUF system create?
• The RUF system implies the construction of a new infrastructure on top of the existing road and rail infrastructure. In the short term, this means that the cost of the infrastructure will increase. But… In the long term, some of the existing infrastructure could be converted to RUF rails. This conversion will increase the traffic capacity compared to the old road/rail. Implementation of a RUF system may well be the cheapest way to increase traffic capacity in order to reduce congestion. It is very expensive to increase highway capacity in existing cities and new railroad lines are probably even more expensive.
