Any project that “dedicates” a current automobile lane to public transit or to “high occupancy vehicles.” Such projects include bus rapid transit (BRT), light rail, or carpool lanes for cars. These projects could be very small-scale: even a new, one-block carpool-only lane to improve freeway access would be held up by Measure KK.
