What kind of Technical Assistance does HUD provide for grantees that are interested in helping residents to age in place through a HOPE VI grant?
The short answer is that HUD should be able to offer two kinds of TA: • The first would be organizational development. This means that HUD understands how to assist HA’s and their partners to develop a strategy, implement the strategy, and evaluate the strategy; and • The second would focus more on technical aspects of the Medicaid waiver process. This TA would insure that the grantee didn’t miss various filing deadlines, hearings, and other paper trails. For this TA, PHA’s should solicit consultant contracts with experts in the field. The long answer is that HUD support for this work may need to be guided by a joint HUD/State Medicaid Agency Memorandum of Agreement that is both transparent and quantifiable as to both expected outcomes and the policies and steps to achieve these outcomes.
