What kind of instructional programs and services do ELLs generally receive?
ELLs may receive a variety of instructional programs, including dual language, bilingual, or some amount of native language support; English as a Second Language; sheltered instructional approaches; or structured English immersion programs. An increasing number of ELLs, however, are found in mainstream classrooms. ELLs are often taught by underqualified teachers who are not prepared to deliver a rigorous academic program (Birch, 2002; Honig, 1996).
