Mechanical Engineers and electrical engineers design and arrange to get the mechanical and electrical parts built, and may even design the robots that are now used to fabricate and assemble the cars but they do not usually get involved in the appearance or how the finished car looks. There might be some universities that offer automotive engineering as a major.
