What kind of development environment is SBBS programmed in?

We have a pretty decent LAN setup with a php/mysql/apache server with samba and can code the board in real-time directly on the server. Beats having to upload modified files every time to see changes. The only actual client side programs we use are Winsyntax (a text editor) and Firefox to view it as changes are made.
