What kind of CIA training and guidance is available?
As of 2008, 13 State DOTs have formal or informal CIA Guidance. Federal guidance related to CIA can be found in 23 CFR 771 and the FHWA technical advisory TA6640.8(a). Both were issued in 1987 but are still current and provide useful guidance. The FHWA publication “Community Impact Assessment: A Quick Reference for Transportation” is an excellent resource. National and regional CIA workshop proceedings provide information and guidance on best practices and case studies. Since 2006, FHWA has offered a 2½-day National CIA training course to State DOTs and others. The National Highway Institute (NHI) is in the process of converting this course to an NHI course and will offer it soon. The FHWA Resource Center also offers technical assistance in CIA tailored to a State’s needs and availability.
