What keeps countries, local officials or teachers from inflating achievements to increase their payment?
The recipient country would report progress annually from its administrative data on education. This annual progress report would be audited by an agent that is selected from a previously agreed upon list of auditors and contracted by the donor. The cost of the audit would be paid by the donor. The character of the audit would depend on the quality of information in the country.
