It is 1, because x to the power of zero is valid for all values of x. The flaw in the logic is, zero to the power of x involves dividing by zero if x is less than zero. This is forbidden. So zero to the power of x is undefined for x less than zero. It is defined for x greater than zero. The value is zero. What about x equal to zero? Mathematicians disagree, but the expression x to the power of zero does not ever involve dividing by zero for any value of x. So it is reasonable to say zero to the zero power is 1.
