The would most likely do a “soft recall” where they post about it on a semi-obscure page on the official apple site in hopes that most people experiencing the problem will not find that it has been recalled. It is this same principle on which Apple makes their ipod batteries non user replaceable — so you have to buy a new ipod when something like this happens. So anyways, do a google search for potential recalls of the generation of ipod shuffle you have and see what turns up. More than likely though it is just simply time to buy a new one.
