Your dog needs to go back to the vet. I’m not sure why the vet would have put him on both steroids & antibiotics for an ear infection, so it sounds like there is missing information. Ask your vet to do a culture to determine what the problem is with the chow-chow’s ears. The antibiotic of choice depends on the particular ear infection your dog has. Also ask if you can safely clean his ears. If so, your vet should have sterile ear solution you can purchase or you can pick some up at the pet store. Your dog may also need the hair removed from inside his ears, ask the vet to check this and if needed to remove the excess hair. Your vet can also show you how to do this safely at home.
