It sounds like there’s a catch that should be holding the BB in place that just isn’t working. If your pistol is a spring pistol, (which it would have to be if it was cheap) every time you pull back the cocking mechanism, the spring should pull back and open up a space for the BB to come out of the magazine. However, there should be a catch to hold the BB in place and keep it from falling out. If you go to the local hobby shop they may have the piece you need, or you could get them to fix it for you. But there might be a problem with the way you’re cocking it. Some cheaper pistols require you to point the pistol up while cocking. That might be your problem.
