If you’re not paying anyone a salary, then you do not need to file your witholding tax. You do need to enter zero’s on the form and return it. The way the IRS will make up for it is the Self Employment tax on your individual return next year. Although you are leaving the country, I would file some sort of tax return next year so that the IRS does not hassle your business interests when you are here. You probably received the form because you registered for a federal id number, which is standard.
