Anything… potatoes is actually quite uncommon. Usually grain, but sugar or molasses works too. What separates vodka from whiskey/rum/etc is that it’s super-distilled to a point of being nearly-pure ethanol before being mixed with purified water down to a lower proof.

it can be distilled from a lot. the main thing is its distilled, but NOT aged. traditionally its potatoes most vodka today is made from grain: barley, rye, wheat there are a few that use other material, including Ciroc, who actually use grapes… although there have been many debates wether or not this should be consider vodka.
