This program would fund planning and incentives to cities for making land use changes that increase demand for transit. It could fund the costs of identifying transit sites and corridors for investment, environmental and design studies related to TOD implementation, incentives to developers to build compact designs with higher densities, mixed uses and open space. It also could be used to off-set capital costs for TOD infrastructure and as leverage for TOD related land acquisition costs.
