Tier is a maintenance fee that is applied to anyone who owns land in Second Life and covers the expenses for bandwidth and the server your land is hosted on. In Wonderland you pay the tier directly to us (and we pay it to Linden Labs), therefore you do not need a premium account to own land with us.
