My 4.5 week old baby girl has that EXACT same thing. It seems to get worse after she gets mad and cries. I asked the doctor about it yesterday at her 1 month old checkup and he said its eczema which is complely normal in little ones this age. He suggested a moisturizer that would clear it up. The Aveeno one does say its for baby eczema on the bottle (I just started using it). I would keep using it. Your baby does not have it as much as mine does now, so it must be doing something. I just started using it yesterday.
