What is the white chalky material on my wall?

Some walls, particularly darker colors show effervescence. Effervescence is calcium hydroxide or sulfate crystals from the concrete seen most frequently when pallets of material have been rain soaked before installation. Effervescence is usually removed by acid washing by the installer and we consider this part of the installation process. About 20% of our walls/fences need acid washing.
