There is no such fixed weightage on GRE, TOEFL and other scores in top Univs. There are a lot of factors and different Univs have different parameters. A lot will depend on whether you would require funding or not and also if the areas of your interest match with the research work going on in that particular University. GRE scores are definitely a plus but the other important things are references from your Profs, the Univ you graduated from, your CGPA, your extra-curricular activities and your areas of interest in further research, how many International students can be taken with or without funding and so on. And anyone of these factors could outweigh the rest. However, the good thing is that these Univs put all this information on their Grad School websites. So you can do further research based on the data given in these websites.
