I don’t know whether you mean ‘mainland’ Portugal or The Algarve, but as far as The Algarve is concerned, it has a steadily mild climate all year round thanks to the warm air of the Gulf Stream, hence its popularity with Brits and golfers. Having said that, even though it is most likely to be sunny, it still gets very cold at night and you would possibly need a sweater or two during the day. We travel to Portugal regularly at the beginning of May and take a villa with an outside pool. The weather is only just starting to warm up then and we usually pay to have the pool heated. I’ve never been but Tenerife is supposed to be a good place during the winter as it has a higher temperature, one which you could probably wear your shorts and t-shirt in the whole year round and you could certainly visit the beach and swim in the sea!
