The VAB functionality was added initially to allow users to create sector families. Certain users found that it made more sense to monitor capacity at the sector family level rather than risking the dilution of important information at the more global ACC level. So in terms of capacity planning, a VAB provides the possibility to control the granularity of capacity measurements in NEVAC. In addition, the VAB functionality allows the NEAVC user to analyze basic reorganization options such as taking part of an ACC and adding it to another, as is the case for functional airspace blocks.
