The inter tropical convergence zone(ITCZ) is the region where the trade winds from the both hemispheres meet and are forced to rise.This ITCZ lies in the Doldrums.Hence,one of the reasons that wind is calm in this region is due to meeting of the trade winds and subsequent cancelling of the speed by each other and not due to the absence of wind.As the trade winds converge here and forced to rise,convections (vertical wind)takes place on a large scale and thunderstorms are formed.Hence vertical wind will be strong even though we may not be able to tell the exact value.
