The Asset forfeiture proceedings shall be started once the proper officer receives an information, and he is satisfied, that a person to whom provisions of chapter VA of the Act applies holds any illegally acquired property. The officer may record reasons for initiating action in writing and shall proceed to identify and trace the illegally acquired properties.
