What is the Title V Maternal and Child (MCH) Services Block Grant?
Title V of the Social Security Act of 1935 is the only Federal program that focuses solely on improving the health of all mothers and children. The Maternal and Child Health (MCH) Services Block Grant was created in 1981, consolidating seven former categorical child health programs under Title V into a single program of formula grants to States. Maternal and child health and services for children with special health needs; supplemental security income for children with disabilities; lead-based paint poisoning prevention programs; genetic disease programs; sudden infant death syndrome programs; hemophilia treatment centers; and adolescent pregnancy prevention grants. A separate Abstinence Education program was added in 1996, and major additional funding for abstinence education projects was initiated in 2000.
