The Trusts original plan was to start formal discussions with its three shortlisted bidders in July 2010, which would enable the contract to be signed with the preferred bidder and construction to start in early 2012. However, owing to a legal challenge, it has not been possible to begin this process. The procurement is therefore stalled until this legal challenge has been resolved.
