Implementation of the NCIH will be gradual. Actual operation began in August, 1994. The network will be expanded continually. More sites will come on through 1995. More sites will be added after that. There have been 3,400 possible governmental sites identified. Large scale deployment will greatly depend on the development and acceptance of new applications that will exploit the capabilities and coverage of the Highway.
