What is the timeframe for submission of concept papers?
The pre-solicitation notice for all 13 challenges will remain open on Federal Business Opportunities for one year. The VA will accept and review all concept papers upon receipt throughout this time. Each specific “challenge” will remain open until the formal solicitation commencing Phase III for that “challenge” is issued (http://www.va.gov/oamm/transformation/process.cfm). Closure of a specific “challenge” will be announced on both FedBizOps and the VA Supplier Relationship Transformation web site under “News and Events.” If new requirements are identified in the challenge area at a later time, the VA may reopen the challenge to meet these updated or new requirements. Upon closure of a challenge, industry may still submit an Unsolicited Proposal in accordance with FAR Subpart 15.6.
